I changed the language filter from English to Spanish and while I am now seeing only Spanish presentations, the application text on SlideShare is still in English. Is this a bug?

No, the language filter only acts on the presentations (i.e. based on language of the presentation selected by the uploader/author) and not on the display text on the SlideShare site.
The site itself will show only English text. We hope to change this soon as well. Stay tuned.
